Getting Started
Over the past few years we have had a league with a mixture of drafted and undrafted players. This year some rosters will
be composed entirely of drafted players. Since we skipped the 2002-2003 season please read all of these rules carefully as
there are many changes for this season from what we have done in the past. Among the changes are division play, elimination
of the salary cap, and the draft process will be addressed.
Drafting
The draft is held prior to each season, and it consists of two phases. One phase is the rookie draft, in which the
only players eligible to be selected are players drafted in the NBA Draft in June. The second phase of the draft is the veterans
draft, in which all undrafted players are eligible (including rookies not taken in that phase of the draft).
The rookie draft will be held prior to the veterans draft. It consists of one round, and all players drafted are automatically
signed for three years. In the rookie draft, a team has two options to use their pick. The first is to select a player. The
second option is to use the pick to resign a player for up to 3 years.
The veterans draft consists of two rounds. All players selected will be signed for up to five seasons. However, a team
has the option to use their veterans draft choices to resign players. A first round pick may be used to resign two players
for a maximum of eight years. A second round pick may be used to resign one player for a maximum of five seasons.
Rosters
Your roster will be made up of drafted players and free agents. You may carry up to 13 players on your roster, of which
10 will be active. The active roster will consist of 4 guards, 4 forwards and 2 centers. The reserve list will allow teams
to carry rookies/underachievers and injured players. You are not required to carry players on the reserve list, but it is
a way to keep players that may become stars in future years.
Roster Moves
You may trade drafted players from team to team at any point in the season prior to March 1. You may also make up to 6
free agents trades to your roster (active or reserve roster) during the course of the season. It is important to note that
you do not get "free replacement" of injured drafted players, that is why you will be allowed to carry inactive players on
the reserve list. However, you may make an unlimited number of moves regarding the activation of players.
Roster changes go into effect on Mondays. This is being done to prevent teams from moving players from active to inactive
to get extra games out of players. This includes all moves from active to inactive, roster trades, and franchise transactions.
If for any reason you decide that youd like to release any of your drafted players you may do so without penalty. However,
once released, any team may claim them within 5 days. If a team claims a released player they will forfeit their rookie pick
in the following draft, and will honor the remainder of the players contract. In the event more than one team claims a released
player, they will go to the team lowest in the standings. If the player is not claimed, they go back into the pool of free
agent/undrafted players and any team may pick them up for the remainder of the season.
Contraction/Expansion
In the event that in the future there is demand to add teams, or teams are eliminated, these are the policies that will
be in place to handle those situations.
For expansion, all teams will be required to make either 2 players or 25% of their roster available to the expansion draft,
whichever number is larger. When a player is selected, the team that lost the player will have the option to pull back a player
from the expansion list. The expansion teams will have the option to take up to six players, or may elect to take sandwich
picks (between rounds one and two). Also, they will be given the last picks of the first round (of both drafts) and first
picks of the second.
In the event of team(s) leaving the league, all players belonging to these teams will go back into the pool of undrafted
players. They may then be selected in the veterans draft and signed to contracts of up to 5 years. The veterans draft will
not be expanded to select these players and there will not be a draft created to distribute these players. The league will
act as though the players were never drafted.
League Formation
The categories we will count in 2003-04 remain the same as in the past, points, rebounds, assists, blocked shots, steals,
free throw percentage and field goal percentage. What is new is that you will compete in division play. The divisions will
be randomly drawn prior to the start of the 2003 draft. You will compete in the division, attempting to beat those teams.
Points are determined by how your team ranks compared to the rest of the teams in your division. The two division winners
will then meet in the Finals, with the team winning a minimum of four of the seven categories being declared the league champion.
In the event of a tie for the division title or if the teams in the Finals are deadlocked at 3-3 and tie in a category, the
tie will be broken by overall points earned including all teams in the league (this will also be used to determine the draft
order). In the event a second tie breaker is needed, then the team that has its entire roster score the most points in the
playoffs will win.
Special Rules for 2003-04
Since we did not play the 2002-03 season, we need to clarify a few items for this season. The first is that all players
contracts will be counted as though we played last year. This will mean that all rookies drafted in 2000 will be free agents.
Also, the order for the draft will be the same as it would have been for last years draft. That also means picks traded for
last season will be carried over to this year. Also, any deals that involved a draft pick for this year will be carried over
to next year. The order for the rookie draft will also be the same for this year as it was for last year. Also, there were
two picks not made during last years rookie draft, so those two picks will be made to complete that draft, and then we will
begin the 2003 draft.
